I am commanded by the Lords Commissioners of the Admiralty to acquaint you for the information of the Secretary of State for the Colonies that a question has been raised by the Local Colonial, Military and Naval Authorities at Hong Kong as to the responsibility of keeping clear the Albany Nullah which passes through the Colonial Office and War Department properties, and discharges into the sea in front of the Dockyard.

The Nullah, which is a natural water course, rises in the hills above Hong Kong, and its original direction is shown in red on the attached Chart (W.L. Drawing No.3919). When the Dockyard Extension Works were commenced, the direction of the outlet of the Nullah was altered as shown by a green line on the plan so as to clear the site of the Dock and Shops, and the water course was arched in.

Recently there has been a heavy flood down the Nullah and a large amount of debris, boulders, and silt etc. was washed down and blocked up the water way on Admiralty property. This block had to be cleared at a cost to the Naval Authorities of $1,636. 10.

The question to be decided is how far the Colonial Authorities and War Department are responsible for preventing debris etc. being swept into the Nullah and damaging the outlet on Admiralty property.
